Final thoughts as AJET Chairman

[en]It’s hard to imagine it’s been a year since I became AJET Chair. The mix of emotions that comes with finishing my term are hard to describe. I’m so proud of my team and what we accomplished, but I wish we had a bit more time, so that we could to do more. It’s exciting that there’s new challenges to come in my own life, but sad that I have to end this chapter with AJET.

This year has brought things with it that I could never have imagined. Good and bad. I look back on the year and I’m so happy to have witnessed the unprecedented support we got from 1st year JETs signing up for the AJET e:Connect, but at the same time, who would have thought that we’d have typhoons destroying areas of Japan right after the Tohoku disasters and we would need support to JETs and to rebuild a second time in so many months?

During my time as chair, I wanted to engage all JETs, current and past, as well as the ministries and communities around us. I wanted to inspire everyone to greater success and triumphs that we could all enjoy.

I challenged you all, in my election campaign, to make this the year that “We can do more, we can help more, we can be more!”[/en]
[ja]私が、AJETの会長となり、早一年が経とうとしているとは想像し難い事実です。間もなく任期を終えようとしている私の、複雑な感情を表現することは本当に難しいものです。私は、これまで私が任期中に行ってきたこと、そして私たちが成し遂げたことを本当に誇りに思っています。同時に、あと少しだけがあれば、もっとたくさんのことが達成できたと思っています。これからの私の人生、また新たな挑戦が待ち受けているということを楽しみに思っていますが、このAJETの章を終えなければいけないということは悲しい現実です。

今年は、これまで私が想像すらしていなかった様々ことが起こりました。
良いことも悪いことも。そして一年を振り返ってみると、一年目のJETたちが、AJETのe-Connectに申し込み、これまでに前例のなかったサポートが得ることができて本当に嬉しかったです。しかし、同時に、東日本大震災の直後、台風が日本を襲い、再びJETたちが、何ヶ月もの間、被災地の復興支援をするということを誰が想像していたでしょう。

会長としての任期間中、私は現役と過去、全てのJETメンバー、そして各省と私たちの周りのコミュニティーも含め、関わりを持とうとしてきました。私は、皆を鼓舞させたく、皆が共感できる大成功と勝利のために努力して参りました。

私は選挙運動の中で、今年が、
”We can do more, we can help more, we can be more!

Special Message to all JETs

As foreigners, whether you live in rural Japan or in its busiest cities, we are still by far a small minority. The Japanese government ministries set out, decades ago, to find a way to expose more of its citizens to foreign culture and different ways of thinking. What developed after years of planning and experimenting was the JET Programme.

In my humble opinion, I believe the JET Programme has been the greatest investment of government time, money, and effort towards internationalization on many levels. The ministries and countless other governments and organizations have worked together for over 25 years to give us the opportunity we are now experiencing to influence the future of our communities. Not just the communities we live and work in now, but also our future communities that we can influence based on our experience here and now.
I believe that this puts a great amount of responsibility in our laps. It would be easy to view your time as a JET as an extended vacation, or as a chance to go sight- seeing and have fun with very little stress or effort, because we’re not “required” to go the extra mile in our workplaces. However, if we take that route, we not only rob our communities of all they could gain from our knowledge, we rob ourselves of the fulfillment that comes with helping our communities become better.

That said, do you remember what we were told our goals are as JETs in this Programme when we arrived in Tokyo for orientation?

Share our culture.
Advise schools on Foreign language education curriculum/methods.
Act as an assistant in classes.

[ja]外国人である私たちは、日本の田舎に住んでいても、大都市に住んでいても、はるかに少数派のグループです。日本政府の各省は、何十年も前に、国民の異文化へのさらなる関わり方と新たなものの考え方に乗り出しました。何年もの計画と実験を経て、発展に至ったものが、ＪＥＴプログラムでした。

私見によれば、ＪＥＴプログラムは、すばらしい国家資産と年月、そして、あらゆる水準において国際化に費やした、日本政府のこの上ない投資であると確信しています。各省とその他の行政と団体は、25年以上もの間、私たちのコミュニティーの将来のため、今まさに経験を積んでいるこの機会を与えるために協力してきました。それは、私たちが暮らし、働いている今のコミュニティーだけではなく、今ここでの経験をもとに、影響を与えていけるこれから私たちが関わっていくコミュニティーも含まれているのです。
これは、私たちに多大な責任が任されていると認識しています。この時間をどう使うかは私たちの責任によるのです。ＪＥＴの時間を休暇の延長や、労力やストレスの少ない、観光をして楽しむ絶好のチャンスとして見ることはとても簡単だと思います。なぜなら、職場の以外での余分な活動は、私たちの「義務」ではないからです。しかし、もし私たちが別の道をいくことができれば、地域が私たちの知識の全てを、得られる限り奪うのではなく、私たちも、地域が良くなっていくということに役だっているという充実感も得られるのです。

というのも、私たちがオリエンテーションのために東京に降り立ち、このプログラムのＪＥＴとしての目的を聞かされたか覚えているでしょうか。

Tohoku Recovery Efforts

[en]It’s hard to believe it’s been one year since that tragic day, when all our lives changed and all of us saw Japan affected in a way we never imagined. Here in Osaka, when the world slowly started swaying, I had no idea how coming months would shape my communities’ sense of togetherness and responsibility to helping those who needed our help in Tohoku.

For those of us scattered around the country, I imagine we all spent similar, painful minutes watching the same horrific scenes unfold online and on television. Nightmareish scenes of the ocean sweeping through cities, taking homes and cars, and most tragically, lives with them. Not just the lives of the helpless victims’, but the lives of all their friends and family, which would never again be the same.

When the waters receded and we all began to slowly come out of our initial shock, we began to recognize the magnitude of this tragedy and most of us started thinking the same thing: “How can we help?”

Unfortunately, in the first few days and weeks, there weren’t many options unless you were a first responder or medical professional. Elections had just finished for AJET and I was the soon-to-be Chair, so I was able to help in a variety of information gathering and resource providing efforts that were done under the various AJET umbrellas. Members of last year’s council were working around the clock to help different groups and set up ways to keep the JET community informed and up-to-date on what could be done. I was proud to assist them with those efforts and do what little I could in the face of seemingly insurmountable obstacles.

At the end of the first week after the Earthquake, local prefectural governments across the country were still waiting and had little to no options on how to get relief and supplies to the affected regions. At that point, I couldn’t stand by any longer or wait another day to start actively helping somehow.

I quickly found out that some groups like 2nd Harvest Japan, Peace Boat, and Kozmoz International were pushing forward and driving supplies to the affected areas, despite the government’s instructions and statements against it. Reports were pouring in, at this point, on the foreign news and online about dire conditions. People without clothes, babies without diapers, a lack of sanitary supplies and more. Finding this out, and hearing these reports, I was determined to get aid and supplies there.

I went to my school, and lobbied teachers and my principal to do a drive of supplies and food for the survivors. It took a lot of convincing, because of the circumstances at the time. They were being told one thing by the media and by the city’s spokespeople, and yet another story by me. I backed up my points and told them that I’d take on the full responsibility for whatever happened. When I finally had everyone on the same page, it was contingent on the program being “the ALTs project”, to protect the school, and I was fine with that.[/en]
[ja]私たちの人生を変えたあの悲劇の日から、もう一年が経とうとしてることは、信じがたい事実です。日本で起きたあの光景は、私たちの誰もが想像すらしていませんでした。
ここ大阪で、世界がゆっくりと揺れ始めたとき、これからの数カ月、私たち地域のまとまりと、東北で援助を必要とされている方々への支援に対する責任をどのように背負っていけばいいのかその時はわかりませんでした。

日本中に散らばっている私たちは、インターネットやテレビにに映るあの恐ろしい光景に心が痛み、皆、同じ様な数分間を過ごしていたと思います。津波が家や車ごと町をさらい、悲惨にも、大切な命までもが奪われてしまったあの光景は悪夢のようでした。それは、亡くなってしまった犠牲者だけでなく、残された遺族や友人たちの人生をも大きく変えることなりました。

水が退いたとき、初期の衝撃が私たちに少しずつ襲いかかりました。そしてこの悲劇の規模の大きさを思い知らされました。私たち皆が、「どうやって助ければいいのだろう。」と同じことを考え始めたと思います。

あいにく、初めの数日間、数週間の間は、医療専門の緊急対応要員以外のものにとっては、あまり選択肢がありませんでした。そのころAJETの選挙がちょうど終わり、間もなく会長になろうとしていた私は、AJETの様々なネットワークの下、多方面からの情報収集と情報提供に努めることができました。昨年の委員会のメンバーたちは、その許された時間の中で、あらゆるグループを助け、JETコミュニティーに最新の情報を流すための方法を考え、最後の最後までできる限りの努力をしていました。
私は、その彼らの努力と、打ち勝ちがたい障害と少しでも顔合せることにより、彼らの手助けをすることができたことをとても光栄に思いました。

震災から一週間後、日本の各都道府県は、未だ被災地への援助や物資の配達を待たされている状態でした。私は、この時点で、これ以上援助活動の開始を待つことはできないと思いました。

そしてすぐに、政府の方針を押し切って、被災地へ支援物資を運ぶ、ピースボート、またコズモズインターナショナルという団体を見つけ出しました。この時点で、海外のニュースやインターネット上では、悲惨な状況が報道されていました。衣服のない人たち、オムツのない乳児、清潔な生活用品。そのことを報道によって知り、支援物資と生活用品を収集し届けることを決心しました。

学校へ出勤し、先生や校長先生に、被災者への支援物資を配達したいということを伝えました。その時の状況などから、それにはたくさんの説得が必要でした。彼ら自信も、市から、報道陣から、そして私からと、情報が混乱している中での動揺がありました。[/ja]

Winter 2011 Opinion Exchange with CLAIR, MEXT, MOFA, and MIC

[en]Glad to see you all back here, perservering through winter in Japan!

Last year was arguably the biggest year in the JET Programme’s history. I personally was grateful to be a part of it, and honored to serve you all during it. We saw the 25th anniversary of JET itself in the same year that Japan was struck with disasters of historic proportion. With great determination, this country and we, as officially invited guests, stood strong in our dedication and determination to recovery.

I’d like to personally thank all of you across the country for the variety of projects, events, and fundraising that you contributed to Japan in the aftermath of the March 11th disasters. It was admirable, selfless, and made me proud to be your colleague!
As you may already know, AJET wrapped up 2011 with its bi-annual opinion exchange with CLAIR, MoFA, MEXT and MIC on December 12th and13th.

If you’re not familiar with how these meetings work, I’ll give you a quick run-down.
These meetings are very important to the successful administration of JET as a program. It’s also an official platform for AJET to gather the opinions and experiences of JETs, and share them with the ministries in hopes of running a Programme that is constantly getting better, and more effective in its purpose.

First, AJET surveys JETs online, based on the issues that JETs tell us are important to them. We take the data collected from those surveys and use it to write research reports. After sending those to the ministries, we meet for two days with the ministries to discuss the results, ask questions, give suggestions and share opinions about what we’re doing and where we’d all like the JET Programme to go in the future.

This December, we discussed how Prefectural Advisors (PAs)view their roles and experiences with the system as PAs, how English education is being implemented and taught in elementary schools, and updated them on AJET’s work, activities and accomplishments this year.
This whole process is entirely fueled by JETs responses and views across this country. Because of that, I believe that AJET owes it to all of you to really convey what happened there, and let you know why these discussions were important.

On the first afternoon, Donny Anderson (AJET Translator) presented an excellent summary and powerpoint, in Japanese, on our report, “Foreign Language Activities at the Elementary School Level”. The findings of the report were directed toward the Ministry of Education and included suggestions and recommendations put forth by myself, Donny, and Adam Chludzinski (AJET Blcok 11 Representative) and interpreted by Donny Anderson. Those recommendations included ways that AJET could assist them by providing large scale solutions to problems that are within a system that’s dependent on local level administrators for decisions how to actually implement it’s ideas.

Afterward, Cailin Arena (Director of Public Relations) facilitated a discussion with the ministries regarding the “AJET General Activities” report. This report was a detailed breakdown of all the changes to our organizational structure since July. The purpose of this was to make AJET’s operations easy to understand for the ministries who support us, and reach out to them for financial and logistical assistance. We also included a detailed explanation of how AJET has begun to use social media to reach JETs across Japan, and a breakdown of our new business model.

Considering that AJET functions on a 100% independent basis (with no government budget), we rely on support from the Programme’s coordinators in many ways, not just financially. Ultimately, each organization was reminded of our common goals, and AJET was promised new support as well as the continuation of existing assistance.

The next morning, Erica Nakanishi-Stanis (Volunteering and Aid Coordinator) gave a summary in Japanese on the “Peer Review of the PA System” report. Erica highlighted the four themes of the report, which were selection of PAs, how they are trained, how they view their roles, and their roles during the aftermath of the 3/11 disasters.

Following summary, Erica and Denise Schlickbernd (AJET CIR Representative) facilitated a dialogue with the ministries regarding their findings. As Erica and Denise are both PA’s, they were able to bring a very comprehensive and analytical approach to this report and discussion.

In the end, I was reminded just how important these meetings and our collaboration with the ministries are. Sometimes, we can see direct changes or start new endeavors right there in these meetings. Other times, this is just when a seed is planted. It’s important for us as a council and future councils to remember that even though we may not get the answer that JETs want right then and there, sometimes the effects of these conversations and exchanges of opinions come to fruition in the long run.

In the grand scheme of things, the five organizations who work together to coordinate the success of the JET Programme all have different roles in JET for different reasons. However, it is important to remember that proper collaboration results in one of the largest international exchange initiatives in the world that has, and continues to, touch the lives of millions both in and outside Japan.
I’ve left that meeting with a rejuvenated spirit carried through good tidings of spirit and celebration of the holidays and new year! This January, as I start the last 6 months of my 5 year JET career, I’m sure that this will be the most important and best yet! I hope you’ll join us and we get ready to make 2012 the year that won’t be forgotten, and starts a new chapter in the JET Programme History!

皆さんが、日本の冬を乗り越えて、この地へ戻ってきたことを嬉しく思います！

昨年は、JETプログラムの歴史にも名を残す、大きな年となりました。私は、直接それに関わり、皆さんの力となれたことを大変光栄に思っております。我々は、歴史にも残る日本での大震災に見舞われた今年、JETプログラムの２５周年を迎えました。表向きはゲストである我々が、強い決意のもと、この国とその復興のために、献身的な姿勢と決断力で強く立ち向かいました。

３月１１日の震災の余波の間、日本のために様々な事業やイベント、そして募金活動に専念されていた全国の皆さんに、私は、心より感謝したいと思います。それは、賞賛に値し、無欲で行っていた皆さんの仲間であれたことを、とても誇りに思っています。

すでにご存知かとは思いますが、AJETは、2011年度のまとめに入り、12月12日と13日には、CLAIR(自治体国際化協会)と外務省、そして文部科学賞と総務省との中間意見交換会議が行われました。この会議について、あまりなじみがないという方のために手短かにご説明をいたします。

この会議は、JETプログラムの成功を管理する上でとても重要な会議です。さらに、JETでのそれぞれの経験や意見を持ち寄り、改善に向かって、さらに影響力のあるプログラムとなることを目的に運営していくため、それらを各省と共有することが、AJETにとっての公式的な基盤となっています。

初めに、JETがもつ問題は、我々にとって重要であることから、AJETは、オンラインでJETに対して調査を行いました。そして、集計されたデータをもとに報告書を作成しました。それを各省に送った後、その結果についての話し合いと、これからのJETプログラムの目標について意見交換をするために、我々は各省と2日間の会合を開きました。

この１２月、我々は、PA(都道府県のアドバイザー)がそれぞれの役割をどのように理解し、その組織の中でのPAとしての経験について話合いました。そして英語教育がどのように施行され小学校で教えられていること、また同時に、今年のAJETの実務、活動、そして成果についての情報の更新も行われました。

この全行程は、JETたちの返答と、全国からの意見によって促進されるため、AJETは、
そこで何が起こったかを、皆さんに正確にお伝えする必要があると思いました。

初日の午後、(AJETの翻訳担当)ダニー・アンダーソンは、我々の“小学校レベルでの外国語活動“についての報告書を日本語のパワーポイントで、素晴らしい要約にして発表いたしました。報告書の結果は、私とダニー、そして（AJETの第11ブロック代表）アダム・ホルジンスキーの提案や推薦が加えられ、それがダニーによって翻訳され、文部科学賞に向けて送られました。それらの提案には、地方管理局の決断によって、実際に彼らの着想が施行される形態の中において、AJETが、大規模での問題解決法を提供し、彼の役に立つことができるということも含んでいました。

その後、（AJETの広報担当）ケイリン・アリーナが、ダニー・アンダーソンによって発表された、“AJETの一般的な活動”についての報告書について、各省との話し合いの促進をいたしました。この報告書は、7月より組織構成を一変したAJETの内訳について詳しく書かれたものです。この目的は、我々を支える各省にとって、AJETの事業を、変わりやすく解説し、財政と論理にかなった支援とアドバイスにより、彼らの力になることが目的でした。

AJETが（政府からの予算もない中）100%独立した構築基盤で成り立っていることを考えると、我々は、様々な方面でプログラムのコーディネイター等の支援に頼っています。結果的に、各団体により、我々の共通の目標に気がつかされ、AJETは、現存する援助の継続と同じような、新たなサポートを約束いたしました。

次の日の朝、（AJETの第4ブロック代表でCIR/PAでもある）エリカ・中西・スタニスは、“PAシステムのピアレビュー”の報告書の要約を日本語で発表しました。エリカは、PAによって選ばれた報告書の中の４つのテーマである、PAの訓練のされ方、彼らの役割への認識、そして3/11の大震災の余波の中での彼らの立場などついて焦点をおきました。要約に続き、エリカと（AJETのCIR代表）デニース・シュリックベールンドは、彼らの調査結果をもとに各省との対話を取り持ちました。エリカとデニースが、どちらもPAということもあり、この報告書と話し合いに対し、十分な理解力があり、分析的な姿勢で取り組むことができました。

最後に、私はこれらの会議と、我々と各省との協力がどれほど重要かということを改めて思い知らされました。これらの会議の場では、新しい試みを開始したり、直接的な変化を見ることもできます。そして時には、これが、種を蒔くだけの時であったりもします。これは、我々役員と、将来の役員会のメンバーが、そのとき、そこでJETが求めている答えを見つけられなかったとしても、意見交換やそれらの話し合いにより、最終的には成果を実らせることもあるのです。

この壮大な計画の中において、JETプログラムの成功のため、共に働く５つの団体は、それぞれの分野で役割を果たしています。しかし、世界的にも、最大ともいる国際交流の取り組みの一つであるJETプログラムが、これからも続いていき、またそれにふさわしい成果となる、何万人もの命に触れるということは、国内と国外のどちらであっても大切であるということを忘れないでいただきたいのです。

私は、連休と新年をお祝いする気持ちとうまく混ざり合った、活力に満ちた心構えで会議を後にしました。この１月、５年間のJETの経歴の中で、この６ヶ月間は、今のところ私にとって、もっとも重要で最高の期間であることに間違いありません。この2012年が、忘れられない年となり、JETプログラムの歴史に新しい章を刻んでいくことに、皆さんが賛同されることを願っております。

来月、またつながりましょう。

The JET Programme and Education USA

Greetings JETs! It’s been another exciting month in the world of the JET Programme. Not only was there a conference for the JET Alumni Association International in Tokyo and a collaborative volunteering trip with Paul Yoo’s Volunteer Akita and JET Alumni in Tohoku, but the JET Programme received a mention by United States Secretary of State Hillary Clinton, in her address at the U.S./Japan Council Annual conference.

After highlighting how important the ties between America and Japan are, she turned her focus toward the issue of the future of education in Japan. Citing the 50% drop in the number of young Japanese students studying abroad in the past 14 years, Secretary Clinton stated her concern toward the future of it’s ties with Japan.

Secretary Clinton mentioned that the U.S. was “redoubling” it’s efforts toward connecting Japanese students to universities in America and doing “whatever it takes” to reverse this trend. She spoke directly about initiatives to mobilize JETs in Japan to make Japanese students aware of the options they have to live, study, and learn abroad via Education USA.

US-Japan Council Annual Members Meeting October 8, 2011

We’ve been in contact with United States embassy officials and Education USA about how AJET and you, the JETs across the country, can help to further our internationalization efforts on a grassroots level. By assisting with large-scale initiatives like this, we can increase the impact we have on our students’ lives exponentially. We might not be able to give each and every student the money to live, travel, and study abroad, but we can surely show them the means by which that can become possible.

In Osaka, we’ve slated a time for a representative from Education USA to address JETs ,and our Japanese colleagues, at our ALT Skills Development Workshops (Formerly know as Mid-Year Conference). This is so that we can all be aware of the opportunities available to our students. There has also been a collaboration with the U.S. Embassy to bring in the best of speakers for our fellow JETs.

Here’s why: How much has the JET Programme helped you to see another culture and way of life? How much do you value that experience? How would you like to be able to CONNECT one of your students to a similar opportunity to study and experience a foriegn culture that they might never have known they had a chance to?The more Japanese students that study abroad, the more that can share with their classmates, friends, and families.

By giving our students an opportunity to see other cultures, we will have empowered them to touch the lives of those around them with that same experience. In the end, our impact as JETs can amount to much, much more than we ever imagined.

In the coming months, AJET will begin distributing information about a variety of ways that JETs can assist their students who have chosen to pursue studying abroad in a foreign country. JETプログラムの世界において、引き続きワクワクするような月になりました。東京でのJETAAインターナショナル(同窓会)の会議の開催や、（来月発行のConnectマガジンで詳しく取り上げる）東北のJETの同窓会とポール・ユーの“ボランティア秋田”と協力し、ボランティア旅行が行われただけではなく、日米評議会の年次総会にて、ヒラリー・クリントン国務長官の演説の中で、JETプログラムについて取り上げられました。

クリントン氏は、演説の中で、日本とアメリカの関係がどれほど大切がということを協調され、将来の日本の教育についての問題にも焦点をおかれました。ここ１４年間で、海外留学をする日本人の学生の数が、５０％も低下していることを言及され、これからの日米間の関係についての不安も述べられていました。

クリントン氏は、アメリカの各大学と日本人学生をつなげる努力を“倍増”させ、これまで、“なにがなんでも”　その傾向を覆す努力をしてきたことについて語られていました。そして、クリントン氏は、日本のJETを動かし、日本人学生にEducation USAを通して、海外で学び、暮らす選択肢があることを気づかせるための取り組みについてもはっきりと語られていました。

私は、米国大使館の職員やEducation USAと個人的に連絡を取り、AJETや、皆さん、そして全国のJETが、どのようにして基礎的水準で、さらに前進した国際化協力の支援が出来るのかということを話合っています。このように大規模な国際化の取り組みを手助けすることで、生徒の生命にとって、我々がもつインパクトが急激に高めることができるでしょう。我々は、生徒一人一人に生活費や、旅行費、そして留学の費用を与えることはできませんが、それらに対する可能性があることを彼らに教えていくことはできます。

大阪では、Education USAから代表の方にお越しいただき、JETたちと日本人の同僚の方々に対して（正式には、中間会議としても知られる）ALTの能力発達のための勉強会を予定しています。これにより、我々全体が、生徒たちに実現可能な機会があることを意識することができます。さらに、これは我々のJETの仲間たちに対して素晴らしい講演者に会わせるためのアメリカ大使館の協力でもあります。

皆さんは、JETプログラムにより、生き方と多文化についてどれほど知ることができたでしょうか。その経験はあなたにとってどれほどの価値があるものなのでしょうか。あなたと同じように、多文化を通し、留学するチャンスがあるということすら知らないかもしれないあなたの生徒と繋がってみたいとは思いませんか。

より多くの日本人学生が海外留学をするほど、クラスメイトや友達、そして家族とそのことを共有することができます。私たちの生徒に多文化を見させてあげる機会を与えることにより、同じような経験がある彼らの周りの人たちと触れ合わせてあげることができるのです。そして最終的には、JETとして、我々が想像できなかったほどの大きな大きな影響力に繋がるのです。

これからの数ヶ月、AJETは、海外留学を目指す生徒のために、我々JETが出来る、様々な支援の方法についての情報をお伝えしていきたいと思います。もし、これらのような、取り組みや、皆さんの所属する団体のための講演者や教材等についての詳しい情報が知りたい方は、education@ajet.net までメールでご連絡下さい。
