U.S. RELO visit to Izumi High School

[en]Today I took a trip to the southside of Osaka prefecture to Izumi High School, where Toru Nakahara is Prinicipal. There, we met up again with Public Affairs office staff member Eri Nakanishi, and RELO George Scholz, based at the American Embassy in Seoul.

It has been around four months since our last meeting, and we all had lots to catch up on. Personally, I’ve been doing a lot of planning as well as trying to develop a solid plan for English education for first-time learners, so I had a lot of questions about Korea’s implementation of elementary school English.

After a couple of hours, we had learned a lot! Mr. Scholz gave us an in-depth review of what’s happening in Korea, where they are doing some truly great things. They’ve created their own tests and are doing consistent research and evaluation and adjustments to their programs across the country. They implemented English education in 1997, which puts them more than 15 years ahead of Japan at the moment. While it is obvious that we are well behind, I still feel that we can easily (and quickly) catch up and start giving our kids the education that so many want.

Mr. Nakahara was able to learn a variety of background information on Korea’s “NEAT” English tests for high school, as well as how TOEIC and TEFL tests are being used and what students need to prepare themselves for college and studying abroad.Overall, it was another fantastic meeting, and I’m looking forward to the next time that we can work together! [ja]本日、私は、大阪の南に位置し、中原徹校長が勤務されている和泉高等学校へ訪れました。そこでは、大阪アメリカ総領事館広報・企画課の中西えり氏、在ソウルアメリカ大使館からRELOのジョージ・ショルツ氏に再びお会いしました。

最後の話し合いから約４ヶ月が経ちましたが、それぞれに様々な分野で役割を果たしています。私自身、計画を立てながら、初心者に対しての基礎が固まった英語教育の計画の成長のための計画も行っています。そのため、韓国の小学校英語の実施についてたくさんの質問がありました。

数時間後には、我々はたくさんのことの学んでいました。ショルツ氏は、素晴らしいことを実施されている韓国の状況の徹底した概要をお話して下さりました。韓国では、独自の試験を行い、様々な研究を繰り返し、その評価から国土全体に合ったプログラムを作り出しました。そして、1997年に英語教育を実施し、今では、日本より１５年以上も先を進んでいるのです。我々が遅れをとっていることは目にも見えていますが、私は、日本が彼らに簡単に、（そして迅速に）追いつき、皆さんが求めている教育を我々の子供達にも与えていけると思っています。

中原校長は、韓国の高校の、英語テスト“NEAT”の背景について様々なことを学ぶことができ、さらに留学や大学進学に必要なTOEICとTEFLテストの使用についても知ることができました。

最後になりましたが、この会議は本当に素晴らしく、再び、皆さんと共に仕事が出来ることを楽しみにしています。そして、アメリカ国務省の皆さん、いつも本当にありがとうございます。[/ja]

Stonewall AJET Event in Kobe

[en]Since meeting the US Osaka-Kobe Consulate General, Patrick Linehan last year, we have had so many more opportunities to host events for JETs. Part of what AJET seeks to do for JETs is provide them with general resources useful to everyone, but we also cater to those with special interests.

Patrick is in a great position to help us do this in that he is an openly gay diplomat who is married and living with his husband, Emerson, at their residence in Kansai. Because of Patrick’s openness about his personal life, he has been able to, in my opinion, be a great role model to other expats here. Patrick demonstrates that you can hold a position of high visibility and share your culture and perspective, all while being honest and open to others about who you are.

Patrick graciously offered to host an event at his home, inviting members of Stonewall, the LGBT Special Interest Group for AJET, to an exclusive dinner at his home in Kobe. Patrick’s husband is from Brazil, and their cook is also from Brazil. At the beginning of this event we had drinks and then were treated to the traditional Brazilian dish, feijoada! Afterward, Patrick spoke to us for a while about his husband, how he perceived LGBT challenges in Japan, and about their experience living in Japan openly and honestly

Everyone had a chance to introduce themselves. There were JETs from far and wide. I was really moved by the fact that some JETs had travelled from as far as Tohoku and also from southern islands to come to this event!

This further solidified for me that these JETs are ready to be engaged and involved, provided they have the opportunities available. Sometimes it’s just a matter of giving people the right environment to collaborate openly and honestly. We can’t thank Patrick and Emerson enough for extending their example to AJET’s LGBT members who want to make the most of their time on JET!

[ja]昨年、在大阪・神戸アメリカ総領事館のパトリック・リネハン総領事にお会いしてから、関西で、JETと我々のコミュニティーに本当に沢山の機会を提供することができています。AJETがJETのために提供するものの一つは、皆に役立つ一般的な情報を提供することですが、特別な興味をもったものにも情報を提供することも大切です。

パトリックは、公にゲイの外交官であり、関西でご主人のエマーソンと暮らしていることを公表していることから、国際化にユニークな様相をもらたしました。
パトリックが、彼の私生活を公にしていることから、私の意見ではありますが、その他のゲイコミュニティーにとって素晴らしいロールモデルになることが出来ると思います。パトリックは、正直に本当の自分をさらけ出しながら文化と視点をシェアし、周りから関心されながらも、重要な役割を務められることを証明いたしました。

パトリックは、彼の自宅で快くイベントを行うことを提案され、”Stonewall”のメンバーとAJETのLGBTの特別なグループを、神戸にある彼の自宅での特別な夕食会に招待されました。我々のコミュニティーの中のLGBT JETのためにイベントを提供でき、全国中に宣伝できる機会に繋げていけることは、もちろん素晴らしい機会であると思っていました。

パトリックのご主人はブラジル出身で、彼らのシェフもブラジルの方です。このイベントの始めには、飲み物と、ブラジルの伝統的な料理のフェジョアーダを頂きました！その後、パトリックは、我々に彼のご主人について語って下さり、日本でのLGBTに対する理解や、日本で堂々と正直に暮らしている生活についてなどを語って下さりました。

そして、全員自己紹介の機会もありました。多方面からゲイとストレートのJETが出席しました。このイベントのために東北から南の島々まで、様々なところからやってきたJETたちがいたことに本当に感動いたしました！

私は、それらのJETたちが積極的に関わる気持ちでいることと、彼らに沢山の機会があることを与えられたことから、私にとって我々のさらなる団結につながりました。

時には堂々と誠実に協力するために正しい環境を皆に与えることが必要なのです。パトリックとエマーソンには、AJETのLGBTにとって、彼らがJETでの時間を充実させるための大きな例になっていただいたことは、感謝してもしきれません。

US State Department visits Izumi High School

Today was another exciting chance to show the State Department an example of Japan’s varying English programs. Osaka-Kobe Consulate General, Patrick Linehan, and his Public Affairs Officer, Greg Kay, visited Izumi High School to watch a teaching demonstration led by Osaka JET, Cari Edgar.

This was actually my second time observing one of Cari’s classes. Last year, Cari was selected to teach a demonstration lesson for a large group of us in Osaka, and show us what she and the English department at Izumi have been working on. Izumi High School is at the forefront of some of the most intensive English programs in the entire prefecture, with special classes for high school students who are in preparatory classes for the TOEIC tests, and science and math courses taught entirely in English.

At our meeting in January with the State Department’s RELO George Scholz, the principal of Izumi High School, Toru Nakahara, had the chance to meet Patrick Linehan directly. Knowing that Izumi students were exceptionally motivated to seize English speaking opportunities, we thought that inviting Patrick to come see them, would be a great opportunity for the school as well as the state department to see what’s happening in public high school English lessons.

It turned out to be one of the most impressive classes I have ever seen, and I was surprised by the level of their course material.  Many students were memorizing vocabulary definitions, that would be difficult for native English speakers, much less EFL students!  Afterward, Patrick engaged the students, speaking to them about political topics, studying abroad, and how to achieve their dreams in life.  Several media outlets were there covering the event and gave several of the students the chance to be interviewed on TV themselves.

Days like this remind me that Osaka is the absolute best place to be if you’re interested in the direction of English education in Japan. [/en]

今日は、アメリカ国務省の皆さんに、日本の変化する英語プログラムを紹介する楽しい機会がありました。在大阪・神戸アメリカ総領事館のパトリック・リネハン総領事と、彼の広報課担当のグレッグ・ケイ氏が和泉高等学校を訪れ、大阪JETのカリ・エドガーの行う公開授業を視察いたしました。

カリの授業を見学するのは、私にとっては、２回目でした。昨年、カリは、大阪で大きなグループに向けての公開授業の指導者に選ばれ、和泉高等学校の英語学科と彼女自身の取り組みを発表していました。和泉高等学校は、大阪府の中でも、特に英語の強化プログラムに力を入れている高等学校の一つで、TOEICテストの準備クラスや、科学や数学のコースも全て英語で教えるという特別なクラスなども行っています。

1月に行われた国務省のRELO、ジョージ・ショルツ氏との会議では、和泉高等学校の中原徹校長が、パトリック・リネハン総領事に直接対面する機会がありました。そして、和泉高等学校の生徒たちが、英語を話すことに大変積極的であることから、我々は、パトリックに生徒と対面していただき、国務省が公立高等学校での英語の授業を視察し状況を把握すると同時に、学校にとっても素晴らしい機会になると思いました。

そのクラスは、私がこれまで拝見してきた中でも、素晴らしい授業の一つであり、私は、科目教材のレベルに驚かされました。たくさんの生徒は、語彙の意味を記憶しており、それは英語のネイティブスピーカーにとっても難しいことでEFL生徒にとってはなおさらであります。そして、その後、パトリックは生徒と関わり、政治や留学、そして人生の中で、どのようにしてそれぞれの夢を叶えるのかなどを語られました。いくつかのテレビ局やメディアが、そのイベントの取材のために来られており、何名かの生徒のはテレビのインタビューを受けていました。

このような日々により、私は日本の英語教育の行方に興味があるものにとって大阪は、本当に最高の場所であると思い出させてくれます。[/ja]

English Education Consultation with the U.S. RELO

This week, after much help and planning with American Consulate General Osaka-Kobe Public Affairs Office staff-member Eri Nakanishi, we were able to arrange a meeting between AJET representatives and the United States Regional English Language Officer (RELO) George Scholz.

It was an amazing opportunity, and I was able to learn a lot about how various groups including teachers, government officials, and people like us are working towards the betterment of English education in Japan. I attended the meeting with fellow schoolteacher Murakawa Masahito, AJET Director of Public Relations Cailin Arena, and Toru Nakahara, Prinicipal of Izumi High School. We were also joined by Greg Kay, the Consulate General’s Public Affairs officer and the Consul General himself, Patrick Linehan.

For several hours we explained the state of affairs in Japanese schools regarding English education to Mr. Scholz, who was on one of his first visits to Japan. He has been working in Indonesia and recently relocated to Seoul, Korea. Needless to say, we had many questions about English education there.

The meeting was a fantastic first chance, I believe. We got to know each other, better understand each other’s varied backgrounds, and determine what we all bring to the table. Representing the State Department, Mr. Scholz was able to explain in detail the variety of services on-offer, ranging from training and seminars to online resources and support. I had heard of Education USA of course, but I had no idea how much the US State Department was doing to invest in English opportunities for people all over the world.

We all agreed that this wouldn’t be last time we met to discuss English and how the State Department could get more involved with education. When I left, I couldn’t help but think that we were making steps in the right direction….

今週、在大阪・神戸アメリカ総領事館の職員、中西えり氏の協力と立案により、AJETの代表とREROのジョージ ・ショルツ氏は、話し合いの場を持つことができました。

それは、本当に素晴らしい機会で、私は、たくさんのことを学ぶことができました。そして、同僚の学校教員の村岡雅仁先生、AJETの広報担当、ケイリン・アリーナ、そして和泉高等学校の中原徹校長と出席いたしました。さらに総領事館広報担当官のグレッグ・ケイ氏とパトリック・リネハン総領事も出席されました。

今回、初めて日本に訪れられた、ショルツ氏に日本の英語教育についての現状を数時間説明をさせていただきました。ショルツ氏は、これまでインドネシアで働いてこられ、最近、韓国のソウルに移られました。もちろん、我々には、現地での英語教育について、たくさんの質問があったことは言うまでもありません。

初めての協議会はとてもすばらしかったと思います。お互いのことを更に知ることができ、我々の異なった背景への理解を深め、その席に何を持ってこれるかを決定づけることができました。国務省を代表し、ショルツ氏は、トレーニングやセミナーから、オンラインでの情報資料とサポートに至るまで、提供できる様々なサービスについて詳しく説明して下さいました。

我々は、これが英語について話し合う最後の機会ではないことと、国務省のさらなる教育へ関わりについて合意いたしました。その場を退席する時、私は、これが正しい方向への一歩を踏み出していると考えずにはいられませんでした。
